Roy Jorgensen Associates, Inc. recently signed a multi-year comprehensive maintenance services contract with Transurban (USA) Inc. for the I-495 Express Lanes right-of-way from the northern entry just north of the Dulles Toll Road and continuing to the current southern limit at the I-95/I-495 Springfield Interchange. This is the largest expansion of the northern Virginia I-495 beltway since the beltway opened in the 1960’s. The project is on the Commonwealth of Virginia’s Mega Project list and constructed through a Public Private Partnership with the Commonwealth of Virginia. This state-of-the art, dynamically controlled toll road will serve as a pilot program for transitioning other congested interstate roadways to privatized operations and maintenance projects.
The I-495 Express Lanes extends for 14 centerline miles and includes 12 interchanges and 53 bridge structures. Jorgensen is responsible for managing and performing all maintenance and repair activities of the roadways, bridges, drainage, structures, roadside vegetation and aesthetics, traffic services, and emergency response within the right-of-way of the HOT lanes.
Jorgensen is responsible 24/7/365 for routine and emergency operational maintenance needs for delineator damage repair, hazardous debris removal, and traffic incident response. The operations include a daily responsibility for operations and maintenance of the I-495 Express Lanes Operation Center located in Alexandria, VA.
Jorgensen will implement a maintenance approach focused on preventive maintenance (PM) to ensure compliance with the VDOT Turnkey Asset Maintenance Services (TAMS) Maintenance Rating Program with enhanced performance measures. Key performance measures are in place for many work activities, including bridge maintenance, roadway mechanical sweeping, daily road service patrols, barrier wall and drainage maintenance, lighting, gantry structures and traffic sign panels.
